The bill (Reg. No8545) amends separate norms of the Budget Code, namely on:
broadening of the cities register that can perform external loans, regulate norms on state and local guarantees with strengthening of the governmental control for the conditions and order of the local guarantees providing, specification of the ultimate rate of local and guaranteed local debt;
regulation of budget components on development of local budgets through inclusion into its revenues immovable property tax and funds of share participation in development of citizenship infrastructure, referring of its expenses to discharge liability according to the local guarantees and credit allowance to implement programs and measures, the local authorities are charged with.
